Subject: [PATCH] Update `Invoke-WebRequest` to `Start-BitsTransfer`

To run `Invoke-WebRequest` you have to have the Internet Explorer Feature enabled, which some people may not.
`Start-BitsTransfer` is a drop in replacement which doesn't need you to have internet explorer enabled.
